Fifth Quarterly Report on Canada's Engagement in Afghanistan / Le cinquième rapport trimestriel sur l'engagement du Canada en Afghanistan

On September 15, 2009, the Government of Canada tabled in Parliament its Fifth Quarterly Report on Afghanistan. Covering the period ending June 30, 2009, the report outlines Canada’s progress in advancing its six priorities and three Signature Projects in Afghanistan – the Dahla Dam, Education and Polio Eradication.

The fifth quarterly report highlights Canadian activity in several areas:

• Under a Canadian-supported project to clear landmines and other explosives, training began for 80 locally recruited de-miners in Kandahar and an additional 270,000 square metres of land were cleared.
• As a result of the mentoring work of the Canadian Forces, there is an increased capacity on the part of the Afghan National Army in Kandahar to plan and conduct operations.
• Five schools have been built so far this year and 28 more are under construction.
• One hundred teachers were trained under Canadian programming.
• Work on the Dahla Dam and canal system is on track, with a new bridge being used regularly by Kandaharis.
• A police training and mentoring program was expanded to include a major increase in Afghan National Police recruitment.
• Canadian civilians and soldiers supported Afghan preparations for the August 20 elections.

Canada continues to pursue its efforts to protect our security by helping the Afghan Government to prevent the country from again becoming a base for terrorism directed against Canada or its allies. 

The report outlines progress to date for each of the indicators.  The report also includes some new and revised benchmarks, to reflect the changing circumstances in Afghanistan. Le 15 septembre  2009, le gouvernement du Canada a déposé au parlement son cinquième rapport trimestriel sur l’Afghanistan. Visant la période terminée le 30 juin 2009,  le rapport  énonce les progrès accomplis par le Canada pour faire avancer ses six priorités et trois projets de premier plan en Afghanistan – le barrage Dahla, l’Éducation et l’éradication de la poliomyélite.

Le cinquième rapport trimestriel souligne les activités du Canada dans plusieurs domaines :

• En vertu d'un projet soutenu par le Canada pour enlever les mines et autres explosifs, on a entamé la formation de 80 démineurs recrutés localement à Kandahar; 270 000 mètres carrés supplémentaires de terrain ont été déminés.
• Grâce au mentorat des Forces canadiennes, l'Armée nationale afghane est plus à même de planifier et d'exécuter des opérations à Kandahar.
• Cinq écoles ont été terminées jusqu'à présent cette année et 28 sont actuellement en construction.
• On a formé 100 enseignants dans le cadre de programmes canadiens.
• Les travaux du barrage Dahla et du réseau de canaux se déroulent conformément au calendrier. Les habitants de Kandahar utilisent régulièrement un nouveau pont.
• Un programme de formation et de mentorat de la police a été prolongé pour incorporer un afflux de recrues de la police nationale afghane.
• Des civils et des militaires canadiens ont aidé à la préparation des élections afghanes, qui ont eu lieu le 20 août.

Le Canada poursuit ses efforts pour garantir sa sécurité en aidant le gouvernement afghan pour faire en sorte que le pays ne redevienne pas une base du terrorisme dirigé contre le Canada ou ses alliés.

Le rapport fait état des progrès accomplis jusqu'à maintenant pour chacun des indicateurs. Il comporte également des repères nouveaux et révisés afin de mieux refléter la situation changeante en Afghanistan.
